The compliance chain, in order
Most confusion about Title 24 comes from treating it as a single document rather than a sequence. Here is the actual order of events on a residential project.

Nonresidential projects follow the parallel NRCC, NRCI and NRCA series, with acceptance testing in place of ECC verification.
The failure mode worth knowing. If the CF1R relies on a measure that requires ECC verification, and no rater is engaged, the project cannot receive final sign-off — and this is usually discovered at the end, when the cost of fixing it is highest. We identify every verification your design triggers when we issue the report, not afterwards.
